Selling Hong Kong's land: Time for a rethink?

The Hong Kong government's current system of selling land was introduced to stabilise the market at a time when prices were plummeting. With the economy recovering strongly, officials give the impression - despite government denials - that they have returned to the high land-price policy of the past.

With smaller developers saying the application list system makes it harder for them to buy lots, and larger ones asking for greater transparency, is it time the current system was replaced - either with a return to the previous system of regular auctions or with something entirely different?

  • Does the current system force up the price of land unnecessarily?

  • What alternatives to the application list system should be considered?

  • Could land sales be made more flexible, transparent and market-oriented - or is there a case for greater regulation?

  • Why is the government so reluctant to end its reliance on land sales for revenues?
